Manchester OGs members are facing detention hearings.

Jeremiah Manghan, 20, was one of five people whose 10 cell phones were tapped as part of a three-month investigation into the OGs. He is charged with conspiracy to distribute heroin, possession of heroin, and possession of a gun -- a P95 Ruger pistol -- while facing other charges.

A Bureau of Alcohol, Tobacco and Firearms agent testified at a detention hearing today that Mr. Manghan owned two of 10 cell phones that were tapped, and engaged in thousands of coded conversations about the distribution of heroin. The word "heroin" was never said, but rather the drug was referred to as "jigs" or "joints," or by brand names like "7 Up" and "Child abuses." Guns were referred to as "burners" or "pieces."

The agent said that Mr. Manghan in one phone conversation claimed that he'd been "packin' a piece since he was 12."

Mr. Manghan was out on bond on state drug charges stemming from an April arrest, and was subsequently observed with a gun and taped arranging what are characterized as heroin transactions.

"What you have here is a young man who has obviously been arrested several times in the last several years," but who has been released and showed up for court dates, said attorney Charles Porter Jr., assigned to represent him. He argued for home confinement at the home of Mr. Manghan's girlfriend.

"That's where he was storing heroin," countered Assistant U.S. Attorney Craig W. Haller. "That's where heroin was found last week. That's where a gun was found last week."

He said Mr. Manghan "sees bond as an opportunity for a volume discount" on his criminal sentences, since he can string along his various cases and then serve time concurrently.

Numerous other accused Manchester OGs members are facing detention hearings.
