Mith Phakdy, 30, of Newark, and John Seuasoukeng, 23, of Weed, were arrested just after midnight on Ninth Street and Newville Road in Orland, the Glenn County Sheriff's Department reported.The men were stopped in a 2004 Jeep Grand Cherokee by a Glenn County Sheriff's deputy who believed the driver, Phakdy, may have been intoxicated, according to a statement from Sheriff Larry Jones.Phakdy, a registered gang member on probation in Alameda County, was not intoxicated. Seuasoukeng is a registered gang member on probation in Siskiyou County, Jones said.Deputies found two concealed handguns – a loaded Taurus .45-caliber semi-automatic and an unloaded .40-caliber Glock – in the back seat during a subsequent vehicle search. The serial numbers on both weapons were partially removed.
